The historic Westside neighborhood is seeing transformational progress during the first quarter which was made possible between the partnership of Chattanooga Housing Authority and the City of Chattanooga. Backed by a $50 million Choice Neighborhoods Implementation (CNI) Grant, the initiative broke ground on Phase I Housing last spring, delivering the first 230 of 1,126 planned mixed-income housing units. With Block Companies leading construction, 92 of these units will replace existing homes at College Hill Courts. Designed around a “build first” approach, Phase 2 is already in the design stage, promising an additional 144 units and continued prioritization of existing residents’ needs.
Beyond housing, the community-focused development is anchored by the construction of the James A. Henry Community Hub which is now 51% complete and on track to open by year’s end. The hub will serve as a vital space for education, health, and family support services. Through the One Westside People Plan, over half of the 350 targeted families have enrolled in case management services, receiving support in education, employment, housing, and wellness.
This isn’t just a construction project—it’s a vision for equity-driven urban renewal that prioritizes the people who call Westside home.
